Recognizing the need for continued action for promoting livelihoods in the State, Government of Rajasthan through the Rajasthan Grameen Aajeevika Vikas Parishad (RGAVP), proposes to implement a follow on project to the District Poverty Initiative Project (DPIP) implemented during 2000-2007. The duration of the current RGAVP project is 2011 to 2023.

The objective of the National Rural Livelihood Mission/National Rural Livelihood Project/Rajasthan Rural Livelihood Project (NRLM/NRLP/RRLP) is to enhance the economic opportunities, access to basic amenities, and participation in community decision making for the poor, with a focus on women and marginalized groups in districts of Rajasthan. The objective will be achieved through support under six broad components: (i) Institution Building ; (ii) Training and capacity ; (iii) Revolving Fund & Capital Subsidy; (iv) Interest subsidy; (v) Infrastructure and Marketing  (vi) Admin Costs.

For implementation of the Mission an independent society has been set up named “Rajasthan Grameen Aajeevika Vikas Parishad” ( which would provide overall direction to the project. The society has a three-tier structure under governing council & empowered committee. The society is headed by a SMD (State Mission Director). The program management units would be set up at three levels, namely, State, District and block. The state project management unit will have the responsibility for management and implementation of mission strategies. The district project management unit would be coordinating, managing, supervising & supporting project implementation. At block level, project facilitation teams (PFTs) are the primary implementation units within the overall project structure. PFT-MIS would have the responsibility of maintaining & managing the data flow in management information system developed for RGAVP, validation of data and retrieval of desired information when required.


NRLP/ RRLP (RGAVP) intends to have a dedicated & sensitive support structure & hire quality human resource at PFT level. NRLP/RRLP has engaged SRIJAN Infratech and Development Services (P) Limited (SIDS, in short) as an agency to provide job basis services.

All positions filled through open market recruitment are offered on a contract basis for two years subject to approval of Government of Rajasthan. These contracts are to be renewed every year based on performance review.  The persons would be employed as consultants by and in SIDS who will in turn provide consultants’ services to NRLP/RRLP.  Such consultants will report to appropriate authorities in NRLP/RRLP organizational structure.

Post Graduate with minimum 50% in RD/ Psychology/MBA/MSW/Public Administration/Sociology and 10 years of post qualification experience in the relevant field.
*Relevent fields of Development Sector, where candidates should have experience are, Community Mobilization, SHG Formation, Bank Linkage, Capacity Building, Livelihood Generation, Monitoring & Evaluation, Social Development, Water & Sanitation, Social Development Programmes (National Rural Health Mission), Sarva Shiksha Abhiyan.

Job Description

The role of the Specialist- Institutional Building is to work in coordination with the teams working at ground level, facilitate and support them to understand the intrcacies of building community based institutions and guide them to develop self- reliant and financially sustainable organization/institutions. The consultant has to work with the State Team & State Mission Director,  he/she has to provide guidance to the field staff in grassroot level by providing training & capacity building programme.
