ORGANIZATION BACKGROUND:

A respected, non-profit, client of Srijan Infratech & Development Services (SIDS) Transform Rural India Foundation (TRIF) wishes to recruit Manager (Operations) to transform Irrigation scenario in the state of Jharkhand, through proactive engagement with government institutions, private agencies, community institutions and public representatives.    

TRIF has signed an MOU with Jharkhand State Livelihood Promotion Society (JSLPS), to take-up large scale implementation of community managed micro irrigation schemes in select backward blocks in the state.

TRIF is triggering a planned time bound multi-stakeholder effort to bring about a paradigm change on key indicators making rural life as one of co-equal opportunity. The overarching objective is to accelerate national aspiration for the rural poor in India to live a life of dignity. This collaborative platform seeks to converge geography and thematic sector overlays around prosperity, health & nutrition, education, safe drinking water, sanitation, gender justice. The platform has partnerships with state governments, corporate, civil society groups and thematic resource organisations and all actors interested in Transforming Rural India. It tasks itself of freeing poorest villages in east-central India from stagnation, indifference and isolation facilitating conditions for communities to take control of their destinies.

JOB DESCRIPTION/ RESPONSIBILITIES:

The Manager (Operations) shall be part of the State irrigation Execution Cell (SIEC) and Anchor the implementation of 450/500 community managed micro irrigation schemes spread over 5/6 blocks in coordination with Block teams specially constituted for spearheading the irrigation scheme implementation.   

TRIF is looking for candidates with having worked in Irrigation theme, project management, government interface, multi stakeholder’s engagement, vendors’ negotiations and management and is IT savvy and is interested to be a part of a large scale poverty reduction initiative aimed at making a lasting difference to our society.

Key Job Responsibilities:

  1. Timely LI Design & Material Specifications:

    1. Evaluating various technical design options; Finalization of design in consultation with State Officials,

    1. Finalization of material specifications in consultation with State Officials,

  1. Timely Selection of Vendors:

    1. To create detailed terms of contract keeping in view of Procurement procedure of the Government, invite vendors to submit expression of interest to supply equipment based on the finalized design & material specifications.

    1. Shortlist vendors based on their technical bid; On the basis of the bids received, finalization of contract financials in consultation with State Officials and selection of vendors.

  1. Guiding & Monitoring Block level teams for timely completion of their preparatory tasks:

    1. To continuously guide & monitor the respective Block teams -

      1. In their role of community mobilization including orienting VOs for the initiative,LI site identification, WUG formation& application submission

      2. In preparation of DPRs.

  1. Timely evaluation& approval of received DPRs:

    1. To evaluate received DPRs, make field visits if necessary, make modifications in DPR.

    2. To ensure timely approval DPRs in consultation with State Officials.

  1. Supporting & Monitoring Block level teams for timely project implementation:

    1. Ensuring that funds for civil works are transferred on-time from State to respective VOs.

    1. Supporting Block teams with technical guidance and constant monitoring for ensuring WUGs develop civil structures of appropriate quality.

  1. Coordinating between Block teams and Vendors for timely equipment installation:

    1. Ensuring that vendors supply their equipment on time and establish coordination between Block team and vendor for on-time installation & start-up.

  1. Guiding Block team to ensure project closure and mentoring of post-installation O&M by WUG:

    1. To guide Block team to carry out technical as well as community based closure (social audit) of schemes.

    1. To guide Block team to mentor post-installation O&M of LI schemes by WUGs.

  1. Other Tasks:

    1. To be present as a training resource for various capability building sessions for Block teams.

    1. To assist Lead for State Cell with daily status update reports needed for further discussion with State Officials.

    1. To put timely requirements of part-time consultants in front of Lead for State Cell and assist with identification of appropriate consultants.

    1. To regularly visit the intervention blocks and site locations to monitor progress and provide support to the Block teams.

    1. Any other tasks that may be needed to make the project successful.

4. QUALIFICATIONS, EXPERIENCE, AND COMPETENCIES:

Qualification:

The applicant should be a graduate in Engineering/ Masters in Science from a reputed institute. Preferably having a degree in Management.

Experience:

Applicants must have about 7-10 years of experience, preferably in the social sector. Demonstrated passion for community work will be desirable. The candidate must have demonstrated experience for project implementation in time bound manner, managing multi stakeholder including vendors’ appraisal, quality assurance and having worked in web based applications.

Skills and Attributes:

(1) Ability to work independently to structure complex problems, develop hypotheses and support recommendations with data/ analysis;

(2) Strong management and problem solving capabilities;

(3) Exceptional communication skills both spoken and written;

(4) Comfortable travelling to rural/ remote locations;

(5) Demonstrated interest in the development sector.

 

5. COMPENSATION OFFERED:

Gross compensation for the position is attractive matching the industry standards. The offer made to the selected candidate shall be commensurate with qualification, experience and salary history.

6. LOCATION: Ranchi (Jharkhand)
